Scope of the technical dialogue is to include assessment of the initial requirements created by the Armament Inspectorate, presentation of the planned automated command systems available on the market and proposed solutions used in the modern systems, which are offered by the individual subjects and suggested solutions, which are to be used by the target system in order to increase its functionality.

The Armament Inspectorate states that the procedure is to specify the conditions within the scope of the logistic support, training or operational use of the command system. What is more, costs of acquisition, operational use and withdrawal of the subject proceedings are going to be estimated. The initial assessment of the acquisition process time frame will also be conducted.

The integrated automated command system for the Army, aka Wierzba, shall support command process of the land forces from the degree of Brigade, up to the level of division, and it should provide connectivity with the Land Operations Centre – Land Component Command (Centrum Operacji Lądowych – Dowództwo Komponentu Lądowego; COL – DKL). The system is also to provide both basic and specific services in a form of modules (applications), which would complement the basic services and support the battlefield assets command and control system

Scope of capabilities of the land forces command system should include visualisation of the data gathered from unmanned and manned reconnaissance aerial vehicles, it should be also capable of streaming the imagery from the selected area. In the basic assumption the newly acquired command solution is to be capable of simulating the developed variants of operation, archiving all the events connected in a temporal cause-and-effect chain with an option of conducting a post action review. What is more the new devices shall be compliant with external simulation systems, in accordance with the HLA standard.

The technical dialogue is planned to be conducted within the first two months of the nest year, however the term may be longer, should the basic aims of the procedure not be achieved. The subjects involved will be properly notified. Requests to be involved will be accepted until 31st December 2014. The fact that given subjects take part in the procedure does not exclude them from taking part in the tender. The Armament Inspectorate stresses the fact that this dialogue is not a request to start the implementation phase of acquisition of the automated command system.
